Formulation: Step One: The step one side of the Provocalips is an opaque lip color.It has a creamy liquid lipstick consistency that applies smoothly but sets to a matte, mostly transfer-proof finish. The color needs to be topped with a gloss or balm of some sort or else it will transfer between the upper and lower lip as the finish is a tad sticky.
